E’ con l’uso massiccio di armi e mezzi potentemente distruttivi che la guerra moderna ha coinvolto, sempre più pesantemente rispetto al passato, la vita della società civile. Non è più lo scontro titanico tra due eserciti che si affrontano ai confini come negli anni più lontani. Gli ultimi due conflitti mondiali del Novecento hanno distrutto paesi, intere metropoli, strade, ponti e ferrovie. Frantumando e intralciando anche la possibilità di comunicazione fra le persone. Eppure la necessità della gente di interagire non si è mai del tutto interrotta, nonostante il caos bellico. La “lettura” dei francobolli e l’attività di uffici postali improvvisati, in quei giorni affamati e drammatici, costituiscono un ponte culturalmente assai interessante per transitare da una storia “minore” come quella della filatelia alla viva comprensione dei grandi eventi che hanno segnato il nostro Paese. Le due guerre mondiali stravolgono i confini dell’Italia; ne trasformano l’assetto territoriale e, soprattutto, costringono gli italiani ad affrontare disagi senza fine. Fra questi l’isolamento, appunto. Nel Paese devastato il servizio di posta statale arriva allo stremo: funziona a singhiozzo, quando addirittura non si paralizza. Le cause del black-out sono tante, concatenate e inevitabilmente connesse allo scenario bellico. I mezzi di trasporto sono limitati, in gran parte distrutti. Il carburante scarseggia per la pressante richiesta delle forze militari impegnate al fronte. Come non bastasse, durante il secondo conflitto, i bombardamenti delle forze alleate devastano strade e distruggono ponti, rendendo così impraticabili le principali arterie della penisola. Ogni forma di comunicazione centrale e periferica rallenta, con la corrispondenza postale (già di sua natura lenta) che ne fa le spese per prima.
Durante la Grande Guerra a essere colpito dai danni è in gran parte il Veneto, mentre il conflitto scoppiato nel 1940 si rivelerà disastroso per la maggior parte della Penisola e soprattutto nelle periferie.
I luoghi di campagna e le zone che si trovano al di fuori delle principali rotte commerciali sono quelle maggiormente penalizzate, ed è proprio qui che i professionisti e i neo imprenditori a capo di piccole ditte appena emergenti subiscono un durissimo colpo. Sono proprio loro, i cosiddetti “sfollati” rifugiatisi fuori dai grandi centri urbani per scampare alle devastazioni della guerra, a pagare alla fine il prezzo più alto.
Ed è proprio in questa situazione di smarrito isolamento che sindaci intraprendenti di molti Comuni s’ingegnano per far fronte alle carenze nel servizio postale. Gli addetti alla distribuzione della corrispondenza vengono così retribuiti mediante tasse appositamente create, che il ricevente deve versare al momento della consegna. Alcuni Comuni si ingegnano al punto di emettere valori speciali sul tipo delle marche municipali. E c’è chi ricorre, grazie all’aiuto di filatelisti, alla sovrastampa di francobolli già esistenti.
In ogni caso i Comuni, con le trovate più diverse, fanno fronte autonomamente al disservizio e all’emergenza bellica. Assicurando ai cittadini una corrispondenza puntuale e regolare, perfino nelle zone più isolate e abbandonate.
